Minnesota Poker, Casinos & Gambling
In the state of Minnesota, legalized gambling is a multi-billion dollar industry. At the federal level, Congress passed the Indian Gaming Regulatory Act in 1988, codifying gambling on Indian land. In 1989, the Minnesota Legislature created a Minnesota state lottery. In 1999, Canterbury Park was granted legislative authority to operate a card club at the racetrack.
The Minnesota Department of Public Safety and the Gaming Control Board are the two government bodies that regulate background investigations, licensing and compliance on behalf of the state.
In Minnesota, all gaming except for the state lottery, takes place on Indian reservations. Eleven tribes operate seventeen casinos and a majority of them are small. The compacts specify that only video machines like video poker, craps, slots, and keno are allowed. The only table game permitted is blackjack. Also, the only type of slot allowed is the electronic video screen machine; the traditional reel slot is not available. There is also a provision that allows pari-mutuel betting on horse races.
As of now the gaming compacts with Minnesota's eleven tribes allow them to keep all their gambling generated revenue. However, there are indications that gambling in Minnesota may, in the future, undergo some changes. Several of the tribes are proposing a state-tribal casino partnership but the remaining tribes are putting up a tough resistance to this suggestion. As a revenue producing option, the state is looking at authorizing non-tribal casinos.
In Minnesota the minimum gambling age is 18 but patrons must be 21 to consume alcohol. Individual tribal compacts determine the age restrictions based on whether alcohol is served on the premises.
